Beyonder was the equal of TOAA. And that was holding back. MM wasn't far behind him. Lucy's powerful no doubt, with ease the strongest on Team DC - but he doesn't compare.

Lucifer kinda just takes power and shapes it to his own will. The more you pour out, the more he has to work with.
