It seems that Scathan's power/ability is to do whatever he approves of or stop what he disapproves of. When Protege was superior to the LT in power, Scathan stops him with a gesture. And the LT is literally above God (The Infinity Gems), and omnipotent.

So, I'd say so.

in terms of what he's actually done, wally hasn't been overly impressive. he's been a mystery more than anything.
