The fight takes place in Opal City! Opal's right off a river, so Namor can make a quick dive if it takes a long time, but Jack knows the city better than anyone, so it's unlikely he's going to get dragged into the water!
For the purposes of this fight, Jack has not only his cosmic rod, but any available Starman equipment within the city.
