Tequila dont dodge bullets, they dodge him. Dirty Harry takes to much time to hone his shot. Even though Dirty Harry is a bigger badass and could probably out wit Tequilla, Harry dont know how to gun fight, John Woo style. He dies while taking to much time to aim his big ass canon.

Tequila is badass as a gunslinger. Callahan has little chance here...since Yuen is a martial arts cop. I'd say in a gun fight Harry would take it. In martial arts Tequila wins.
