from those scans, I'd say Watchers are far more impressive and robust.

Doctor Polaris and the Controllers are some of the crappiest, worst ripoffs I've ever seen. I hope nobody ever bought that book.

67. classic controllrers would win. they were strong enough to impersonate time trapper and get away with it. their weapons are beastly. sun eaters for example.
