Probably. When your hair loses it's color it means you're getting older, tus weaker.

Heihachi was in his late 40s early 50s during Tekken. During Tekken 3 he is in mid 70s so yeah.

Seeing as he was still able to destroy Jack robots with his fists then I wouldn't say he hasn't been severely weakened.
