I'll answer that after the final issue of Batgirl is out but I'll prolly say Cain.
The reason?
The first time he met Deathstroke they didn't actually finish the fight but came to some sort of standstill and DS respected Cain.

DS >> Elektra easily so Cain >Elektra

What issue was the DS thing? I didn't know he was that formidable.
