Restrictions, and limitations
Solid Snake retains any weapon of its choice from the vast library of firearms in all of his games history.
Solid Snake retains detailed info on all enemies. Foes have no info on Snake, other that they are taking on former military operative.
Solid Snake, is in his prime yet retains all his knowledge and experience from all MGS.
Solid Snake magically retains experience, of Big Boss, Solidus and Liquid Snake.
Enemies retain, strictly standard equipment.
Solid Snake, fights every character win or lose with any wound healed after every match.

Yes I am aware, that I set the stage to give Snake an edge. However, you also have characters with exotic gear not found in the MGS verse.

I'd put Moon Knight first.
