Lucy Vs Major Kusanagi

Lucy (Elfen Lied) vs Major Motoko Kusanagi of Public Security Section 9 (Ghost in the Shell)
The Major has all the relevant information about Lucy, so knows her abilities, range, approximate strength etc, and is using high calibre ammunition. No other Section 9 backup though, and no equipment nearby (gun turrets or Jigabachi helicopters etc) that can be hacked by the Major.
Who wins?

I haven't read the manga of Elfen Lied, this is anime Lucy not manga Lucy.
In the anime, the vectors have limited strength- they can deflect 9mm pistol bullets or SMG bullets with ease, but not bullets from a 50 cal rifle or Deagle.
