Luke Cage handles Rogue with ease.

rogue takes him in both scenarios better experience with stronger villains gives her an edge plus her life absorption if things get too difficult for her.

all Luke has to do is pick up a building and bash her with it a few times. There fight is over.

okay, I am joking about Rogue, even though I like Luke cage more, Rogue would absorb his life force and win. But to answer your question, Luke would beat Ms. Marvel. Ms. Marvel is so overrated she did like nothing in civil war.
