Thanos still.

Due to the fact that he is an Inhuman Mutant, he has a ridiculously high level of Power Cosmic energy (probably surpassing Silver Surfer's) and an insane level of durability.

I believe Silver Surfer is more versatile then Thanos but not more powerful. Silver Surfer could strike Thanos from 10 miles away staying away from Thanos attacks.
