Joker is easily in the top 3 of any list.

- doctor doom

consumate villain, he can outsmart pretty much anyone and has the inventive genius to actually put it to good use everytime.

- magneto

the malcom X type villain, even if he is wrong he can make his actions sound justified. also not open to negotiations, a true terrorist.

the joker

- a madman on the loose, nuff said.

lex luthor

- one word: persistant

norman osborn

- he's a true douchbag.
