Going by statements, Skaar would win. Said he could crack the planet in half with a thought. But, he didn't do much with it before Surfer beat his ass.

Cracking the planet will mean nothing, Hulk already pulled it back together, and that was when he was much weaker than WWH incarnation. Hell, Hulk almost snapped the eastern seaboard away from America with a single stomp. And Hulk has also beaten users much more experienced with Old Power than Skaar.
