As the picture suggests, Neo is NOT in the Matrix and therefore is a normal human w/o powers.(Except for that ability to kill machines with his mind, which has no bearing in this fight.)

*Sands has his dual wield, mini-uzi's, equipped with silencers.(Fully Loaded)
*Neo has his futuristic lightning gun.(Fully Charged)
*Both are blind as can be.

Fight takes place on fuse deck of the Logos(where smith blinded neo)

I think this really depends on who gets the first shot. Considering the lightning gun would likely have a larger AoE, Neo might just need to fire and forget it to win.
