As annoying as Plastic Man is, I don't think he's in the same league with these guys. I mean, him being annoying actually makes sense and serves a purpose most of the time...

...As annoying as Spider-Man is, this comes down to Joker and Deadpool.

He would have a hard time hitting Wade anyway.
