Does Metallo's control over metal override Jack's link with the city?

Only the metal parts of the city would be under Metallo's control, Jack would still control the rest. I figure Metallo's gigantic form would be enough to hurt Jack quite a lot either through smashing the city or by crushing him.

If Metallo can't be giant Jack would be quite able to have the city swallow him or drop a couple building on him.
