What is PS greatest feat?

Not being killed by Spectre because he is important to the universe?

The Stranger is something like a watcher with his non interference attitude

Stalemate. PS can't be killed. He is neither dead, nor living. He is condemned to walk the universe for eternity. RTK can't kill him

That still counts as a win. Spectre couldn't kill him but could still affect him in other ways which qualified as a win. At least in my books.

I'm not sure. I don't think a knock out is far fetched unless he cannot be knocked out but I don't recall that.

PS is still susceptible to physical and magical attacks.

RKT wins but I don't think he has enough power to kill PS.

RKT's magic is hardly comparable to Phantom Stranger's.

All he has is Asgard and his Odinforce.

PS is roughly equal to DC's Archangels and Demons.

In a serious note there is not way of knowing if PS will win by feats we can say Thor wins here.

But by hierarchy and time control/knowledge of everything etc We can say he is at sky father level.

Meh, Spectre allowed the 'Batman instance' to occur. So they're not really the same at all. Spectre's first attack turned PS into a mouse iirc.

Theoretically, PS should be stronger. But unfortunately, he's bound by an anti-deus-ex-machina clause. Simply put, he is strictly forbidden to directly interfere in any kind of conflict. He can give advice, he can help, he can provide insight, but other that? Bubkiss. This actually completely prevents him from accumulating feats. He might have some stuff from earlier in his appearences, but little or nothing at the levels needed to win here.

RKT may not be able to kill him, but because this is a stupid arguement to begin with, and PS is a rediculous character to use in a vs. match, I'm giving it to RKT.
