That was an illusion that the Planet Engine created. Plus, Majestic was dying before that due to too much temporal and dimensional travel without protection. His cells were already breaking down.

Imperator beat Hellspont, who is around Majestic's level. Which would make Imperator around his level, too. But he's got no feats to say that he'd beat Kal heads up.
