Dont know a whole lot about team 2. I've only seen Xemmu once and that was a two-in-one so its hardly the right book to guage a character. Dromedan was weaker than Professor X so its hard to say.
I'll go with team 2 since Sentry has no idea how to control his powers. Nebulon I remember from the defender books I have and the only thing I remember from him is that he turned into some purple star fish looking thing and then was exiled by his own race (something on those lines). I dont remember how powerful he was, but it doesnt seem to be too great.
