savitar had some great feats. still not entirely sure it would be enough. majestic has some crazy speed feats of his own. he WAS able to absorb kinetic energy from objects in motion, but he never showed he could steal speed from a person though. he DID however show walter all that walter knew, among those things was how to steal speed, so in theory he should be able to do so.
be an interesting battle.
