Too early for Starbreaker IMO.
Anyhow, this is honestly spite in Starbreaker's favor imo. He has already shrugged off attacks from pre-crisis Superman, with no ill-effect whatsoever:

Subsequently, Starbreaker's also owned Superman with an attack which would easily own Prime as well:
Tack on the fact the any/all of Prime's attacks, (be it HV, ice breath, physical blows, whatever) would all be absorbed by Starbreaker, thus increasing his own personal power. Plus, Starbreaker would feed on any anguish/fear/pain-based emotions Prime was experiencing. The dude is uber to the nth degree - honestly, this would be closer if it was the entire Sinestro Corps (but even then I'd go with Starbreaker.)
Not to mention that Starbreaker has also been called the most powerful being in the universe on several occasions (hell, he even threatened the entire multiverse at one point.)

Even so, the scans you posted would be PC Starbreaker, and probably not applicable to current Starbreaker.
In 'JLA v2' #64 (1992), both Starbreaker and Superman recollect their pre-crisis encounter - there's even a little writer excerpt directing us readers to that issue/encounter. Even in the most recent JLA run (#29, iirc) Starbreaker speaks in depth about his first encounter with the League/Supes.
All of his feats are canonical and can be used, from what I gather..
