I think the heroes have enough telepaths to collectively defend against the Empire's hunters and children, and enough heavy hitters to deal with the rest. It'll be close tho and this isn't even going into the various strats and such.

I think Alan Moore's Empire of Tears was more formidable than Geoff Johns.
