What Superman level beings?

the villain team uncle sam was facing had a superman level being that was designed by the government. he threatened to kill. wasn't a very good idea so uncle sam grew like this:

picked him up like a GI joe and tossed him to the moon. uncle sam's hat also has his own dimension called the Heartland.

He wasn't Superman level.

could be but he specifically said he could take on superman. anyway uncle sam is way out of caps level. uncle sam isnt even human, hes an idea. same as Miss America.
