Judging by the combination of psionic strength and psionic skill, making up actual psionic power, i see the ranking like this:

1. Charles & Cassandra
3. Emma & Bennet
5. Sinister
6. Rachel
7. The Three in One
8. Martinique Wyngarde
9. Regan Wyngarde
10. Xian

I can only go for the mutants here, because i didn't follow the Guardians of the Galaxy, Strange or Moondragon the last years.

Mantis is another good TP
Galactus has TP, but that's not really fair in terms of power.

Problem with ranking Strange in with other TP's is the fact that magical TP is like a backdoor into the mind, it circumvents other problems normal TP's would have to face and can get past other TP's defences via its backdoor like nature...

But - to rank Claudine over Three-in-one? I doubt that...

To be fair, in the preview he is putting a lot of power into the TK shield to stop the IMp Guard, so can't concentrate on Oracle...

That's not far from how i see the ranking, but one should keep in mind, that Emma proved to be Bennet's equal and Martinique was said to be the most powerful of the Wyngarde family.
