The most powerful superhero/villian below Galactus

And I mean superhero/villian, not some random Celestial that doesn't do anything worthy of "hero".

Villian: Full Power Tyrant
Hero: ... I can think of anyone stronger that Odin, at the moment... Or a Classic Doctor Strange, maybe? He was crazy as hell, back in the days.

Galactus is like the stock market. Sometimes he rises. Sometimes he falls. In one issue he rips through the annihilation wave... In another the earth defeats him... And technically galan... Sans the galactus powers... Would be just a human.
