It's heresay, one among numerous feats in comics that have entered into a sort of myth without ever being confirmed. It can't actually be attributed to him with any certainty.

Beyond that, stalemate can mean numerous things. I've seen Quasar, for example, "stalemate" Galactus in a Fantastic Four book for a while (during the Johnny Storm as herald arc)...he survived and didn't come out worse for wear. Doesn't put him on Galan's level though.
