Salvador is a chainsaw wielding Ganado in Resident Evil 4. Players seem to be interested in this guy and think of him as character but really he's just a sub-boss. He wears a potato sack over his face either to fear trespassers or his face is disfigured. Capcom says Salvador is a doctor but from what RE fans have been seeing so far, it's safe to say he's more of a killer.
Throughout RE4 he hunts down Leon and tries to kill him. When Salvador is in direct contact with Kennedy, he beheads him:

Salvador appears in RE4's Mercenaries mode but not as a playable character but as an enemy more powerful than the Salvador seen in the story mode. In Mercenaries he's called Super-Salvador.
The Chainsaw Majini in Resident Evil 5 are inspired by Salvador. The major differences between them and Salvador is that instead of a potato sack over the face, they wear bandages and they aren't Hispanic but African and are way more skinny.
