Who wins?

The setting is on a planet about the same size and with the same geography of Earth, but with Star Wars era cities and all that.

EDIT: The random commander is a pretty good commander that knows what he's doing.

Plus, why don't you just ask if Luke can take 50 000 troops (of whatever kind you're implying).

In other words, is Luke being on their side enough to make up for their 50,000 troop disadvantage?

On a setting as big as earth? If they start on 2 different sides, then i will say... yes. He can help them make up that advantage. some of his most powerful force feats are his illusions, so if he utilized those in battle, he could have the other troops wasting half their shots. (like the space battle with the ex-imperial slaves, and the fallanaasi technique)

Luke Skywalker & the Shadows of Mindor and Abyss prove that Skywalker is quite the cunning tactition when necessary. Is he one of the best generals ever? Hardly, but he can certainly get the job done. Given his incredible command of the Force, his unassuming nature, and time, he can win this.

So Luke can make up for a 50,000 troop disadvantage when everything else is equal but he can't make up for a <10,000 troop disadvantage when he has an enormous quality advantage?

There in lies the problem... it depends on their leadership. Saying that someone is "pretty good" isn't much to go on, and is hardly enough information to make an argument out of.

How about this: this random commander has the same tactical/strategic knowledge as Luke does.

Yeah, pretty much that could help alot, in the fact that Luke may be able to pull a city apart............. Bring it crashing down on them........... Then he would just mop up with his army.......... Honestly, I think it wouold take some1 with a better tactical smartness, like Thrawn or Revan or some other guy good enpough to be on their tier to win this, mainly because of Luke, but also because of tactics he could pull.
