This is revived Jakotsu of Inuyahsa wielding his snake sword vs. the general of the Red Ribbon Army in Dragonball.

Who wins?

They have sex with each other and both win.

Yeah, which is why he wins, freeze, knock him out.

Not that simple. Jakotsu got stabbed through the heart by Sesshomaru's poisonous claws and didn't even pass out.
Benefit of being alive via a piece of a magic jewel. Plus IIRC Blue really has to focus to do that move. It's not like he can just normally look at you and freeze you.

He got distracted by a mouse, since he is scared of them. Anyway Blue should be able to physically beat up Jakotsu, his strength was nothing to laugh at

Yeah but physically beating up Jakotsu won't win this fight. Jakotsu didn't even fall unconscious from being hit full-on by a Wind Scar.

And Blue's superior physical stats won't matter much against a piercing weapon like Jakotsu's sword. The sword itself has an element of surprise about it with its unexpected range.

He can always relieve Jakotsu of his weapon, and break his body.

If he doesn't get his head cut off with the first couple swings... Even Inuyasha was having trouble dodging and predicting where the blades would go.

I cannot prove it, but I think Blue might be faster than Inu, plus, there is the paralyzation thing.
