Doesn't forming energy/constructs from the ring necessitate thought from the wearer? Cause...ya know...Supes is faster than the speed of thought. Although if CIS is on, it's very unlikely he'd speedblitz Hal

Philosophía
The fact that he knows what Hal is capable of is exactly the reason he'd speedblitz. It doesn't mean he'll take his head off though, just do what's necesary in order to win the fight.

Slaanesh

Hal has the potential to win.

Superman however is the one most likely to win on a consistent basis.

Supes ftw.

you sure that the ring itself is faster than superman?

Yes.

The ring itself has issued protocols, at speeds exceeding light.

Which would make sense, if this its suppose to be the ultimate weapon created being as old as the Universe.

Mindset
Supes uses 90% of his power in one blow and kills Hal.

DarthZoom
Superspeed punch to (or through) the face.

When has a GL other then Kyle (Who had the entire JLA backing him up) ever beaten Supes?

but superman is ftl too.

Lord Feron
Your sig is Awesome PR, Booster gold actually looks less gay! Anyway Hal FTW or possibly split.

DarthZoom
GL rings allow them to fly at FTL speeds, but does it allow them to fight and think at those speeds as well?

ColossusGrundy
Hal has KO'd Supes on more than one occasion.

Heck, even John Stewart took Supes down.

Hal wins and has to once again win back the support of the JLA while Supes pouts and watches Nickelodeon.

starlock
I am going with Superman for the majority

You CAN'T be "faster than the speed of thought", because it takes thought to MOVE IN THE FIRST PLACE. Superman would move unilaterally in one direction if he were faster than his thoughts because he wouldn't be able to change direction.

Ridiculous.

Ridiculous.

his thoughts are faster than say, kyle rayner's, because he can process information at a faster rate, and his body can react more quickly.
