Hmmm. The purpose of an arch foe is to make their respective hero's life a living hell. Out of everyone mentioned, I think the top three would be Doom, Joker, and Norman. They've made things very personal for their respective hero.

Arch enemy doom.
Living hell joker easy.

Thanos.

Even though he's not really an arch enemy of any one particular hero, he's just one bad muthaf. He just causes trouble for anybody, even abstracts. He is so feared across the universe cause you just never know what is going to come up in his insane mind.

Thanos is everybody's arch enemy.
