I would go with MK. I think they have almost all of their abilities and more.

O13 wins ... for one thing physical attacks have no real effect on them and I don't really see anything magical about them save their uses of Ice and Fire and if used on the wrong guy it would heal the the O13 members (Fire heals Axel, Ice Heals Vexen) this is seen in KH:ReCoM. Now outside of that we have a man who can set people on fire at the snap of his fingers and can create walls of fire with minimal effort, and he can turn the ground into magma or make it really, really hot. Vexen's shield is almost unbypassable and he create clones of people simply by fighting them and using his ice powers and the duplicates will have full access to their original powers and abilities so after a few minutes it might acutally turn into Axel & Vexen & Scorpion & Sub-zero vs. Scorpion & Sub-zero.
