after assembling an alliance with all of arkham's criminals, leading them in efforts to kill batman, joker gets a humiliating defeat by the caped crusader who kicked the joker into a vat of experimental joker venom and was presumed dead (his criminal brotherhood didn't care to search for a corpse or try and save him)
a year later, after being found and nursed back to health by harley quinn, joker finds out that he can:
- spit out a stream of joker venom like a spitting cobra (he only gets one shot which needs 2 minutes to refresh, and all of it's other attributes are exactly like his trick flower ornament's)
- he also has the same abilities as the daredevil rogue, mayhem, which means the ability to respire joker gas from his skin (about 5 inches) and fingernails strong enough to slash flesh to expedite the gas exposure to the intended victim's bloodstream.
some time later, joker regains his personal gang of criminals, then plans to exact revenge on not only batman, but all of the super-criminals of gotham with his new abilities.
- no one other than joker has any prep, batman most likely doesn't believe for a second that joker is dead but has no knowledge of his new abilities or his criminal syndicate's regrouping under his command.
