How do nearly four billion dollars of local projects get into the federal budget in the first place?

Four billion is loose change compared to the main expenditures in this budget. I think it's a sign of people's inability to think deeply on government policy that the greatest dialogue budgets always start is on the paltry amount spent on "frivolities", when we should be more worried on the bloated budget of say, defense.
