Conceptually, I think they are supposed to be about equal, as they have origins that are not that different, and have displayed similar levels of power (in one manner or another). In terms of the "long haul", and individual character merit, I'd give the edge to Circe. She has been defeated in a context/manner not unlike how Gam was defeated, only to come back time and again.
