I've always thought it was Apocolypse, yet have seen some impressive feats from Sinister recently that have made me suspect otherwise.

For instance, if Apcolypse tried to enter his mind telepathically, could he do the above?

Considering Apocalypse pretty much made Essex what he is today, of course he's the more powerful one. Sinister even tried to form an alliance with Cable to take down Apocalypse (indicating he could not do so on his own), but failed miserably.

Sinister may be an even better schemer than Apocalypse, but in raw power he is not even close to him.

Apocalypse is also the scientist. He removed the TO virus from Xavier and Sinister could not.

What makes Sinister more dangerous than Apoc. is that he is even more treacherous than Apoc. and that Sinister probably knows more about mutant genetics than Apoc. does.
