Either he strikes first and one-shots her or she steals his powers and one-shots him.

Or she steals the powers of some other top-tier and she loses due to skill, or she steals the power of someone really uber and wins.

But in general, what Batman-Prime said. She's kinda hard to debate.

I think she can.

People she's stolen includes: Wonder Woman (including lasso and tiara), Dr. Fate (incl. helm), Alan Scott, Captain Marvel, The Spectre.

She can even do multiple at once. Though the stronger she steals from/the more power she holds, the short it lasts and she can't precisely predict the duration, so in a physical fight sometimes she's better going for someone like Giganta than a top-tier.
