Yes, maybe not in a straight up fight though, which is this scenario.

In a straight up fight, Angelus was a red-headed stepchild to Angel.

Who would stomp Cap.

But Angelus loses.

Angelus actually fought Angel when he went to Angel's past of living as a homeless eating rats. Angel had the advantage IIRC.

As for the fight Cap wins 8/10.
