I haven't seen Pluto in action before....so im going to Titus.

Titus was a beast against the JLA. Though, early Byrne years, I think.

I still don't know anything abut Pluto, but Titus has effortlessly owned the JLA on 2 occasions to my knowledge. One time with his staff and another time without it (I think it was absorbed into him and he had gained it's energies). He only lost because of major heavy PIS.

Pluto seems to be nearly Zeus Level. Titus was a skyfather for sure but not on the level of Pluto. I'll go with Pluto.
