Hank Henshaw is pretty much an epic d-bag. His debut during the Reign of the Supermen arc pretty much introduced him as a complete metal bastard. He nukes Coast City for the lulz (in reality because it reminded him of his former life), has a legitimate hatred for Superman, easily WTF pawned the other "replacement" Supes, is nigh impossible to kill, has access and the ability to overide the most advanced tech in the universe ON TOP of his Kryptonian powerset, etc. He's probably not someone who comes to mind right away, but I'd say he deserves an honorable mention.

Thanos, Doom, Wolverine, Punisher, etc. They are plenty of them.

In DC, they have a bunch of badass, but in my opinion, one of them step over the competition in the badass department. Mister Black "Badass" Adam.

When spawn first appeared on the scene he was a real badass

Marv isnt really a villain, but plenty badass. He is almost the definition of badass

Almost the entire roster of the Guardians of the Galaxy is badass. Drax, Rocket Raccoon, Groot, Jack Flag (badass-lite), Gamora and.... Cosmo!

Darkseid obviously, they guy established a culture based on one simple idea "die for Darkseid".

As far as other villians go, Vandal Savage is up there, Joker (you have to be pretty bad ass to pull off that clown routine and make it work), Lex Luthor (the guy is just pure intellect).

On the Marvel side a well written Loki (when he's written sympathetically) I think is bad ass, and Mr Sinister.

Oh and I forget to mention non mainstream comic baddies.

Nickelback was the standout bad ass villain from last year, image comics.

The Unwritten is only 10 issues in, with the first 5 issues already out in trade, definetly worth a look.
