Usual resources? Like all the resources of the United States plus his own stuff and the Suicide Squad?

The president can order a nuke strike if he just wanted them wiped out.

They'd certainly piss him off. When it comes to bricks like Thor and Superman their durability can be a bit inconsistent. Sometimes a normal rocket launcher can make them flinch while other times they can survive Supernovae at point blank range.

A few nuclear warheads might not kill Thor, but they would level Asgard and kill the majority of the Mid-Tiers there.

Nukes would definitely work as crowd control.

Thor has been in the sun which is much worse than simple "nukes". Also he can just intercept them before they reach Asgard.

Lets not forget Loki people. He ist a great planner and has strong magic. I see Thor can take the offensive with the more physical guys like baulder and friends) with loki and hela type would defend asgard with strong magic.

This would work especially well for loki without CIS or PIS same goes for Thor. Cmon guys who or what in the hell would Luthor have against a those two and among others in a pis cis less enviroment.

Using nukes against Asgard would be the stupidest thing Luthor could do. Loki > magical portal > nukes hitting Washington DC instead of Oklahoma.

Without CIS or PIS to limit him, Luthor could do some damage.

Without CIS or PIS to limit them, Asgard would absolutely shit-stomp Luthor and his Siege.

Loki is working for Luthor from inside, like in Siege, right?

Thor could just BFR the nukes

At the beginning I imagined Loki at Asgard's side. Let's assume from the propose of the thread that

LOKI ISN'T ON ANY SIDE.
