Frank should be MUCH higher on that list, same with Tsuguri. They should definitely come after Jackal and the Die Hard villains, possibly Chance too.

The guy was DEFINITELY good with weapons. Like Bourne, he can literally use anything as a weapon.

Bourne clears, he's far more lethal than the rest of those pillow-biters.
