Which of these two men is more intelligent? Dr. Doom or Bruce Banner.

Doom. The Leader feared Doom more than all the other geniuses on the list.

Doom's got more smarts and he's more emotionally sound, so can better apply his intellect. Banner's still mixed up and muddled up, no matter how much pwnage he's been dishing out, he's still far from 100%

Also, Banner implied that he was 5th on the genius ranking.

Though Banner/Hulk is my favourite character, I have to say Victor is deinitely the smarter.
