Legion of Supervillains, not heroes. And I guess the most recent incarnation, minus Mordru perhaps.

Are we using the known Imperial Guard? Because they're supposedly thousands of members. If not, LOSV. They are more dangerous with Fatal Five and whatnot.

Plus they also had SUPERBOY PRIME!

I suppose divide it up into two scenarios.
First scenario full power of each side so LOSV gets Mordru and Shi'ar get all their members
Second Scenario no Mordru and only known members of the guard.
