Red Skull has superior training than Harvey. I say Red Skull takes this one with no problem.

Harvey recently got trained by Deathstroke, but Skull has far more superior training under his belt.

Harvey has some pretty legitimate feats under his belt, but on average, Red Skull is a much more formidable opponent.

Word, his gunplay feats in the final Nightwing arc were pretty decent.

Red skull easy over 60 yrs of combat a supersoldier body and training makes it a wash for him.
