Realistically, Kingpin has the most experience in this scenario. This many people involved means that any guess is a cluster**** of speculation, but his chances are probably slightly less abysmal than the others.

Considering Joker controlled the world for a time being... this seems lopsided.

The Spidey villains are more physically dangerous (with some odd exceptions), but the Bat ones do have a lot of brains.

The Batman villains are better at taking over a city, problem is the Spidey bad guys will find and kill them before they really get started.

in a direct collision only clayface would be a factor
