How powerful are the O.M.A.C.s

There's a couple grades of OMACs. The Alpha-level OMACs were a threat to even the likes of Superman and Wonder Woman, at least when used in a group.

Presumably there'd be beta, gamma, delta, etc. levels but it's hard to tell how many grades there were. Most of them were significantly superhuman, but not so much as the Alphas in terms of strength, and their main threat was their ability to adapt to foes to take advantage of weaknesses and grow more resistant to strengths.

Abilities
Metahuman Database: An OMAC unit has archives on almost every metahuman on file.
Power Simulation: and can simulate the powers of a variety of superheroes and supervillains in order to target its opponent's weaknesses. Among the powers displayed were the ability to fly, shoot fire, needles of artificial cellulose (against Alan Scott), dispense flame-retarding foam, and fire various energy beams from its eyes and hands, with caustic, concussive, or blinding effects. Nano-morph: In addition, the OMAC unit can morph its extremities into blades and pincers. It is also able to simulate Shazam's lightning and force Mary Marvel to revert to her human form. It can disable the Eradicator effortlessly.
Weakness
T-Mask Blinded: OMACS are very vulnerable to Mr. Terrific, as he cannot be detected by technology.
Human: The only weakness an OMAC has are that they are human, beneath their shells (which was meant as a deterrent for heroes from using lethal force against them).
Threat Assessment Countermeasure: Other than that, the OMACs are dependent on their assessment of individual heroes. When fighting multiple opponents, they require a few seconds to adapt their countermeasures for each hero. Atom Smasher was able to stop an OMAC attacking the JSA, by stomping it before it could assess his threat level.

Q99
They are better against foes with specific weaknesses. Against anyone, they can be a big threat by honing in on their weak points.

Depends really. Normally OMAC units are around Extremes Ironman class foes. Their strength relies on weakness exploitation, and adaptation. Basically they will reconfigure themselves to address a characters weak point. If no weak point is present, they reconfigure to compensate for lack of strength, speed, durability to seemingly over power their target.

what about the upper level ones?

I would say the top ones were the ones with Extremis-ish level power pre-adaptation.

The lower ones we saw were hurtable by stuff like Manhunter's staff blasts (high streetlevel character) but, once adapted, were likely near the threat of a more basic IM suit.
