The list isn't meant to be fair. The question asks what is the most powerful item of ultimate power? The CA is in that category. Are you asking for the second most powerful item of ultimate power?

How is the CA above the IG in an ultimate power list?

Because we've seen that multiple Infinity Gauntlet's exist, meaning it's not multiversal (despite the whole Nemesis mess, which is mostly out of continuity) where as the Cosmic Armor IS multiversal.

It operates on a higher level than the IG and battled and defeated a being who's power (story eating) couldn't be counteracted by any other force in existence.

If CA was hear it would go something like this.

IG(Less scope in terms of power, but more versatility)/Warlogog
Cosmic Cube
Sword of Superman(It just makes Superman Eternity)
