Chin is a master of Chinese martial arts and can use liquor to breathe fire and encase himself with flames.

Nicotine can summon mystical creatures (an electric hawk, a small fire beast, a doppelganger of himself, and a deva king), screw up movements, revert back to his youth, seal away demons, and blow clouds of poison.

Chin wins. He has the superior close combat and his flame attacks are stronger than his summons. The movement reversal can be a problem but his Drunken Fist makes him a unpredictable opponent.

Well, one of the demons he exorcised was Mizuki so I don't think Nicotine would go down easy but he did have help from Slick in that fight.
