First off, Yes you can use feats from Captain Marvel. And I figured Takion would still give Photon a competitive fight. Like evenly matched.

Just recalling when Fredd converted Genis into energy then sucked him up into the Nega Bands....and Genis still owned him. That shows a ridiculously amazing control over energy and things that can manipulate energy (Fredd and the Nega Bands).

Gives Genis a clear edge IMO.
